Passed upon final approval and adopted on the second reading
during the March 4 Town Council meeting is Ordinance No. 2019-155, an ordinance
amending Chapter 13 of the Johnstown Municipal Code to include Article VIII concerning
adoption of a Cross-Connection Control Program.
The purpose of the Cross-Connection Control Program is to
protect the Town’s public potable water supply from contamination or pollution
resulting from backflow into the public water system, promote the elimination
or control of existing cross-connections between potable and non-potable water
systems, provide for the maintenance of a continuing program of cross-connection
control and authorize the installation of backflow prevention devices when
appropriate. Currently, backflow requirements apply only to commercial
